Sound systems, strong legal and regulatory frameworks as well as a competent and productive civil service are the cornerstones of an efficient Public Finance Management (PFM) regime. PFM reforms have been identified as the key drivers to efficient public service delivery and creation of wealth and employment, ensuring that the Government and its Departments raise, manage, and spend public resources in an efficient and transparent manner with the aim of improving service delivery.
One of the PFM reforms by the Government of Kenya is the Integrated Financial Management System (IFMIS). IFMIS is an Oracle based Enterprise Resource Planning (ERP) being used at both the National and County levels of government. It is aimed at enhancing accountability and transparency. It has reformed the core PFM systems of budget formulation and execution, public procurement and financial reporting.
IFMIS has been instrumental in prudent and transparent use of public resources through increased visibility of financial transactions by the Government. It has also made it possible for integration with other government agencies hence enabling cross referencing of data which has greatly reduced any opportunities for fraud.

Plan to Budget:
A fully integrated process and system that links planning, policy objectives and budget allocation.
Procure to Pay:
To develop a fully integrated and automated supply chain management system.
Revenue to Cash:
Auto-reconciliation of revenue and payments with automatic file generation.
Record to Report:
Secure two-way interface with CBK for accurate, up to date information on the GOK financial position and the production of statutory reports real time.
ICT to Support:
Dedicated IFMIS support functions for software, hardware and infrastructure.
Communicate to Change:
IFMIS Academy for capacity building and continuous learning.
Business intelligence:
An analytical tool that helps managers and leaders in government in decision making.

- Integrations

IFMIS has integrated with the I-Tax system from KRA and internet banking from CBK.
IFMIS/KRA Integration
The integration has enabled the automated generation of withholding certificates for suppliers in the national and county levels and posting in the suppliers’ ledger
The taxes integrated are;
- 2% Value added tax
- 3% Income tax
- 10% rental income
- 5% on consultancies
The KRA integration has also enabled suppliers to directly register their companies and business names in IFMIS after validating the data from KRA. The approval of the registration has since been automated and the registration is approved in two hours after registering.
IFMIS / CBK integration
The integration with CBK has enabled the government to pay directly from the MDA account held at the central bank to the payee account held in commercial bank. Eliminated cash and cheque payments in government.

- Training

The department conducts trainings in conjunction with Kenya School of Government at the Kabete campus whose cost is catered for by the National Treasury.
The department also from time to time trains suppliers at the county levels on the use of the IFMIS system in procurement and payment.

Suppliers in a position to bid and submit their documents electronically Reduced the cost of tendering-business people don’t have to travel to deliver their physical bids. The risk of documents getting lost greatly reduced Enhancement (launch in July) will enable suppliers to queue their invoices against their PO by themselves.
